The purpose of this working group is to act as a permanent steering of the current Intersect community hubs program, refining the structure in a way we can achieve a sustainable, scalable operation. The group will provide support for hubs to improve their strategies and foster collaboration among them.
The Community Hubs Working Group (CHWG) aims to consolidate the lessons learned throughout the program and implement them to enhance the community hub structure, ensuring an efficient and adaptable model for future hub applications in the coming years.
The CHWG will focus on four main areas:
Hubs Structure and Program Governance: Defining the scope of work for community hubs, including deliverables and operational guidelines to ensure an efficient and aligned operation with the program's mission.
Application and Selection Criteria for New Hubs: Establishing clear and objective criteria for the creation of new hubs as well as the selection criteria, based on governance guidelines and contributions from group members.
Refining the Hub Structure Over Time: Continuously improving the operational framework for hubs by integrating lessons learned, feedback from active hubs, and emerging best practices to ensure long-term success and adaptability.
Supporting a Sustainable and Scalable Operation: Hubs have the discretion to explore sustainability models by developing funding strategies that enable them to become self-sustaining over time, reducing reliance solely on Community Hub funding.
The working document resulting from these areas must be completed by the CHWG, and all outcomes will be submitted for ratification by the MCC.
Community hubs exist to accelerate Cardano adoption through local engagement, education, and ecosystem development. They empower communities to participate in decentralized governance, build impactful projects, and strengthen the global Cardano network.
A thriving global network of sustainable community hubs, driving blockchain innovation and adoption. These hubs serve as collaborative centers where individuals and organizations connect, share knowledge, and contribute to Cardano’s growth, ensuring worldwide inclusion, transparency, and long-term impact.

The Community Hubs Working Group will provide the timely delivery of the following resources:

Meeting discussions:
The Lead captures the requirement for a decision to be made.
Where a decision can be made within the meeting, the Lead will create a poll for voting members.
Voting threshold: ⅔ of the total number of voters must vote. It is assumed that any voting member who does not vote abstains from the vote, therefore the threshold applies to the total number of voters.
Not participating in 2 consecutive meetings without upfront notification, will result in immediate and automatic disqualification of voting right in the Working Group.
Lead announces the results.
Lead presents the results at the following MCC to be ratified. Anything which is not ratified must be brought back to the CHWG for further discussion.
Voting Process:
Lead/Member captures the requirement for a decision to be made.
Lead/Member proposes a clear definition of the vote in the CHWG Discord forum, tagging the voters ensuring they are aware of the poll.
The creation of an async item makes you responsible for awareness of every voting individual of the group that a voting is going to take place.
Voting members vote on the Discord forum.
Voting threshold: ⅔ of the total number of voters. All polls will close after 36 hours. It is assumed that any voting member who does not vote abstains from the vote, therefore the threshold applies to the total number of voters.
Lead/Member announces the results.
Lead presents the results at the following MCC to be ratified. Anything which is not ratified must be brought back to the CHWG for further discussion.
Voters Participation:

No Vote:
In the event of a no vote or insufficient vote, topics or items will then be shelved or facilitated to revision based on the nature of the vote.
Order:
Members request to speak by raising a hand (virtually or physically).
The Lead recognizes speakers in turn.
Limit individual speaking time to avoid monopolizing discussions.
Allocate time for each agenda item.
Ways of Working:
Regularly scheduled meetings (weekly), with flexibility for urgent sessions.
Clear start and end times to respect members’ availability.
Collaboration Tools: G-Drive, Slack, Discord, Clickup.
Agenda available 48 hours prior via the meeting notice.
Members review materials and come prepared with feedback.
Meetings are open with recordings made publicly accessible.
Decentralization: Ensuring decisions are made through consensus, considering diverse global perspectives and community input.
Integrity: Acting with honesty, ethical responsibility, and accountability in all decisions.
Respect & Open Dialogue: Valuing each member's contributions and treating everyone with dignity and respect, embracing diversity and ensuring equal opportunities for participation.
Transparency: Encouraging open communication and sharing information responsibly.
Collaboration: Working together to achieve common goals, sharing knowledge and resources.
Professionalism: Maintaining high standards of conduct, ensuring respectful and constructive engagement.
Outcome-Driven: Prioritise delivering measurable impact, defining success by the tangible, positive outcomes we create for the community.
You will then be added to the meeting, held every Wednesday at 1pm UTC, as well as the Google Drive.
This charter is a living document. Amendments can be proposed by any member and will be reviewed and approved by the voting members of CHWG in a consent-based decision-making process to ensure it evolves to meet the needs of the growing ecosystem.
