## Discussion/Actions

### 1. Opening & Agenda

Simo Simovic opened the meeting and outlined the agenda, which included committee updates, a demonstration of the Constitutional Amendment Process (CAP) tool, discussion of Board Election eligibility criteria, a reminder on the upcoming Bylaws Member Vote, and an initial discussion on developing a committee remit review process.

## 2. Committee Updates

* Technical Steering Committee (TSC) continued supporting the Intersect Security Council and EMURGO following the SecondFi incident while monitoring progress toward the Van Rossum Hard Fork, which is approaching the required voting threshold. The committee encouraged prompt voting on governance actions that may be affected by the hard fork, promoted the Committee Minimum Size governance action, and continued outreach for the TSC Treasury Withdrawal proposal. The TSC also began planning for the Dijkstra Hard Fork, discussed accelerating the Min Pool Cost parameter update, and confirmed support for the proposal to continue development of the open-source Daedalus wallet.
* Budget Committee announced the launch of the 2026 Budget Process Feedback Survey, designed to collect both high-level and detailed community feedback on this year's budget process. Members were encouraged to complete the survey to support future process improvements.

## 3. Constitutional Amendment Process (CAP) Tool Demonstration

The ISC reviewed a demonstration of the alpha version of the Constitutional Amendment Process platform.

The demonstration covered:

* Public submission of constitutional amendment proposals and Constitutional Issue Statements (CISS).
* Categorisation of proposals with recommended consultation periods.
* Side-by-side comparison of proposed constitutional text changes.
* Wallet-based participation without requiring personal information.
* Community commenting and moderation functionality.
* Planned workflow from proposal submission through consultation and eventual on-chain constitutional updates.

Discussion focused on:

* Ensuring proposals are discussed at the principle level before drafting constitutional text.
* Handling conflicting proposals through community consultation and future voting mechanisms.
* Ensuring technical and parameter-related proposals receive review by the Technical Steering Committee and Parameter Committee before progressing.
* Positioning the platform as an alpha release intended to gather community feedback before wider adoption.

## 4. Board Election Eligibility Criteria

The ISC reviewed recommendations developed by the Board Election Working Group regarding eligibility requirements.

#### Voter Eligibility

The proposed requirements are:

* Intersect member for at least 180 days.
* Completion of Enhanced KYC.

#### Candidate Eligibility

Candidates would be required to:

* Meet the same voter eligibility requirements.
* Have previously served as an elected or appointed committee member.
* Current Board members would also remain eligible during this election cycle.

The working group noted that these requirements would produce a potential candidate pool of approximately 126 members.

Following discussion, the ISC voted to recommend these eligibility criteria to the Board.

Vote Result:

* Approved with unanimous support from voting members except one abstention.

## 5. Bylaws Member Vote Update

An update was provided on preparations for the upcoming Bylaws Member Vote.

Updates included:

* Publication of a Knowledge Base containing the proposed bylaws, explanations of changes, voting timeline and eligibility requirements.
* Direct emails being prepared for all eligible members.
* Creation of a dedicated Discord channel for member questions.
* A community Q\&A session scheduled before voting opens.

The voting timeline was confirmed:

* Voting opens: 15 July
* Voting closes: 22 July
* Audit: 23 July
* Results expected: 24 July

Members also discussed quorum requirements, membership eligibility rules, and questions regarding future Board composition following the expiry of certain founding membership terms.

## 6. Committee Remit Review

The ISC began planning a structured review process for committee remits, following priorities identified during the Quarterly Review.

The secretary invited volunteers to participate in designing the review process.

Members volunteering to join the working group included:

* James Meidinger
* Jose Miguel De Gamboa
* Thiago Nunes
* Thyme Studio
* Nico Cerny

It was confirmed that participation would remain open to all ISC members, with an initial draft to be prepared for future discussion.

* Submit the ISC recommendation on Board Election eligibility criteria to the Board.
* Members to complete the Budget Committee feedback survey.
* Establish the Committee Remit Review Working Group and begin drafting the review process.
