## Discussion/Actions

### 1. Opening & Agenda

The meeting opened with attendance confirmation and review of the agenda. Topics included committee updates, budget process outcomes and next steps, ISC action tracking, upcoming quarterly planning activities, and governance-related discussions.

### 2. Committee Updates

* Civics Committee shared governance metrics, reporting 374 active DReps, 514 inactive DReps, 193 retired DReps, and 12 script DReps. The committee continues work on the Constitutional Amendment Process, which is expected to move from internal testing to broader public testing shortly. The Governance Incentives Working Group is mapping ecosystem initiatives and identifying governance gaps, while additional work is underway on Constitutional Committee compensation, incentives, and a Code of Conduct framework.
* Technical Steering Committee (TSC) reported that the hard fork has successfully been enacted on pre-production and preparations are underway for submission of the mainnet governance action. The Plutus parameter update has been ratified and is expected to be enacted shortly. The Constitutional Committee minimum size reduction proposal is currently on-chain and progressing through governance. The committee also highlighted ongoing work on post-quantum cryptography, technical requirements for future protocol improvements, and constitutional changes that may be required for upcoming ledger-era developments. Chair elections concluded with Kevin Hammond re-elected as Chair and Christian Taylor elected as Vice-Chair.
* Budget Committee reported that Hydra voting concluded with approximately 5.1 billion ADA participating in the process. Preliminary results indicate that 11 proposals met the required threshold, pending completion of an independent audit. The committee has begun planning a retrospective of the process and is exploring improvements for future budget cycles, including earlier timelines and enhanced coordination across governance processes.
* Product Committee continues reviewing submissions received through the Product Research Grants initiative and is evaluating proposals for funding. The committee also discussed future funding pathways following the outcome of the current budget cycle and intends to publish research outputs and recommendations for future ecosystem consideration.
* Open Source Committee (OSC) completed its leadership elections, with Sebastian elected as Chair and Kali Machado elected as Vice-Chair. The committee continues progressing work related to its 2025 Treasury Withdrawal initiatives and has begun discussions on future planning activities.
* Growth & Marketing Committee (GMC) reported that the newly elected Chair and Vice-Chair are preparing an educational framework intended to help ecosystem participants better understand growth challenges, ecosystem dynamics, and practical approaches to increasing adoption and ecosystem development. The framework is expected to be presented to committee members for review.
* Membership & Community Committee (MCC) focused primarily on onboarding newly elected members, aligning workstreams, and refining committee priorities. Current initiatives include membership benefits development, contribution and participation frameworks, and planning for future community engagement activities. The committee also discussed Membership 2.0 concepts, including potential membership tiers and participation models.

### 3. Budget Process Update

An update was provided on the conclusion of the Hydra voting phase.

Key points included:

* Voting closed on 12 June.
* Approximately 109 DReps participated in voting.
* More than 5 billion ADA participated in the process, representing approximately 85–90% of active DRep voting power.
* Average participation per proposal was reported at approximately 88.7%.
* Preliminary results show 11 proposals meeting the required threshold.

The independent audit process is currently underway, with publication of final audited results expected by 19 June.

To accelerate implementation, preparation of Treasury Withdrawal Governance Actions has already begun in parallel with the audit process. The intention is to submit approved proposals on-chain as individual Treasury Withdrawal Governance Actions as soon as the audit is finalized.

Additional updates included:

* Deployment of a new 2026 administration smart contract instance.
* Final testing of administration tooling and stablecoin settlement functionality.
* Ongoing preparation of governance actions to align with upcoming epoch timelines.

### 4. Budget Process Retrospective Discussion

A broad discussion was held regarding lessons learned from the 2026 budget process.

Several participants noted positive outcomes, including:

* Strong DRep participation.
* Improved proposal structure and comparability.
* More effective proposal discussions and feedback mechanisms.
* Greater transparency compared to previous funding cycles.

At the same time, concerns were raised regarding:

* Proposal fragmentation across multiple funding channels.
* Difficulty for DReps in evaluating large numbers of proposals.
* Timing conflicts between off-chain and on-chain governance processes.
* Challenges created by external treasury withdrawal proposals being submitted independently of the process.

There was broad agreement that planning for the 2027 cycle should begin significantly earlier and that governance, constitutional, and budgeting processes require stronger coordination.

### 5. Constitutional & Governance Improvements

Discussion highlighted several governance changes that may need consideration in future constitutional amendment cycles, including:

* Governance action timing and treasury withdrawal processes.
* Constitutional changes required for future protocol development.
* Governance parameter adjustments.
* Improvements to budget and treasury governance frameworks.

Members discussed the importance of maintaining a structured backlog of constitutional improvements and leveraging the Constitutional Amendment Process tooling once public testing begins.

### 6. Community DRep Forum Initiative

An update was provided on a new community-led initiative to establish a recurring DRep discussion forum.

The initiative aims to:

* Provide a collaborative environment for DReps.
* Encourage participation from independent and smaller DReps.
* Facilitate discussion of governance improvements and shared concerns.
* Create a constructive alternative to fragmented social media discussions.

The first session is scheduled for the following week and will operate under Chatham House Rules, with a focus on open discussion and practical governance improvements.

Participants discussed the importance of maintaining neutrality, establishing appropriate participation guidelines, and ensuring broad representation from across the DRep community.

### 7. ISC Actions & Governance Work

Updates were provided on outstanding ISC actions:

* The Code of Conduct Working Group has completed its kickoff session and continues developing recommendations for future ISC review.
* Follow-up is ongoing regarding the administration audit report and related governance oversight discussions.
* Work continues on committee governance improvements, including election processes and committee accountability frameworks.
* The Committee Rewards Policy review remains in progress following the previously approved extension through December 2026.

Additional updates confirmed that committee planning activities will take place during the upcoming quarterly review cycle.

### 8. Q2 Review & Upcoming Activities

Members were reminded of upcoming Q2 reporting activities:

* The next ISC Quarterly Review meeting will take place on 29 June.
* Committees will present key Q2 achievements and Q3 priorities.
* Intersect Insights and Intersect Connect sessions will also be held to share updates with the wider membership and community.
