## Discussion/Actions

### 1. Opening & Agenda

The meeting opened with confirmation of quorum and a review of the agenda. Topics included committee updates, governance action progress, budget process follow-up, ISC action tracking, preparation for the upcoming quarterly review, and Q2/Q3 planning.

### 2. Committee Updates

* Technical Steering Committee (TSC) reported that the hard fork governance action has been submitted on-chain and is receiving positive voting support from DReps and SPOs. The committee continues monitoring ecosystem readiness and upgrade adoption. Work also continues on the committee size governance action, K=1000 community discussions, technical requirements for future ledger improvements, and protocol reporting. Kevin Hammond was joined by newly elected Vice-Chair Christian Taylor, who is leading work on post-quantum cryptography.
* Product Committee continues evaluating Product Research Grant submissions and expects to complete internal voting on successful proposals during the week, with research activities expected to begin before the end of the month.
* Growth & Marketing Committee (GMC) is preparing for upcoming ecosystem events, including Rare Evo and Token2049. The committee is also developing guidance for DReps on evaluating growth and marketing investments, highlighting the need for stronger ecosystem investment beyond protocol maintenance.
* Civics Committee continues preparing Q3 priorities with a focus on launching the Constitutional Amendment Process. The Constitutional Committee election attracted ten candidates, with voting scheduled to begin on 28 June. The committee is also considering a recommendation to introduce Catalyst keys for SPO governance participation.
* Budget Committee is preparing a concise community survey to gather structured feedback on the 2026 budget process while also finalizing Q3 planning activities.
* Membership & Community Committee (MCC) continues refining committee workstreams, strengthening links between working groups and committee activities, and preparing its Q3 planning.
* Open Source Committee (OSC) highlighted recent participation at the Linux Foundation Open Source Summit, continued expansion of the Maintainer Retainer Program and Tooling Sustainability Program, and ongoing work through the Cardano Developer Experience Working Group to improve developer onboarding and ecosystem tooling.

### 3. Treasury Withdrawal Governance Actions & Budget Update

An update was provided on the transition from Hydra voting to on-chain governance.

Key updates included:

* Preparation of the eleven Treasury Withdrawal Governance Actions was completed following additional testing of updated smart contracts.
* A technical adjustment was required after the Plutus cost model update, delaying submission by a few days.
* All Treasury Withdrawal Governance Actions were expected to be submitted later this week.
* Additional reviews of proposal metadata and governance action formatting were completed before submission.

Discussion also covered the impact of declining ADA prices on approved budgets, vendor funding, and Intersect's operational planning.

It was noted that lower market prices are affecting treasury purchasing power, administration revenue, and long-term financial planning. Members discussed the need for greater efficiency, improved sustainability, and potential structural changes to support long-term ecosystem funding.

### 4. Governance & Constitutional Development

Members discussed several governance initiatives currently underway.

Topics included:

* Progress toward launching the Constitutional Amendment Process platform.
* Future constitutional updates required to support governance improvements.
* Community participation in constitutional amendments.
* Governance parameter reviews and protocol improvement proposals.

The Constitutional Amendment Process was demonstrated and is expected to become publicly available shortly.

### 5. ISC Actions & Governance Work

Updates were provided on ongoing ISC actions.

Key updates included:

* The Code of Conduct Working Group has completed its second workshop and is preparing the first draft of the proposed process for ISC review.
* Follow-up continues regarding the administration audit report and related governance actions.
* Work remains underway on board election improvements and the Committee Rewards Policy review.
* Preparations continue for the next quarterly ISC and Board session.

### 6. Q2 Review & Q3 Planning

The Steering Committee reviewed its draft Q2 achievements and proposed Q3 priorities ahead of the quarterly review session.

Achievements discussed included:

* Successful completion of the 2026 committee elections.
* Election of Chairs and Vice-Chairs across all committees.
* Approval of the Committee Member Dismissal & Replacement Policy.
* Extension of the Committee Rewards Policy while the broader review continues.
* Establishment of the Code of Conduct Working Group.
* Continued coordination across Intersect committees.

Proposed Q3 priorities include:

* Supporting the upcoming bylaw member vote.
* Supporting the 2026 Board elections.
* Completing the Committee Rewards Policy review.
* Beginning a review of committee structure, remit, and future organizational alignment.

Members provided feedback on the proposed achievements and priorities before final presentation to the Board.

### 7. Bylaw Review Discussion

A discussion was held regarding the upcoming member vote on the revised bylaws.

Members discussed:

* The importance of providing clear explanations of proposed changes.
* Ensuring members understand the rationale behind updates before voting.
* The relationship between the revised bylaws and governance documents.
* Timing considerations ahead of the upcoming Board elections.

It was confirmed that supporting documentation and FAQs will accompany the bylaw proposal to help members review the changes before voting.

### 8. Upcoming Q2 Events

Members were reminded of upcoming governance and community events.

These include:

* The ISC Quarterly Review with the Board on 29 June.
* Intersect Insights, where committees will present their Q2 achievements and Q3 priorities.
* Intersect Connect, providing members with an opportunity to discuss committee work and future plans.

Committee Chairs, Vice-Chairs, and Secretaries were encouraged to participate and present their committee updates.
